"The Strait of Hormuz is open and will remain open with or without Iran. We are reinstating the Iranian blockade. This blockade is so named because it only prevents Iranian ships or customers from entering or exiting the strait. All other countries will be able to use the strait fairly and freely. From today onwards, the United States will be known as the 'guardian of the Strait of Hormuz' and will be charged 20 percent of all cargo shipped for all expenses necessary to provide security and safety to this highly unstable part of the world."
