At the General Assembly of the Turkish Grand National Assembly, the discussions on the entire and first part of the 'Proposal on Amendments to Certain Laws for the Effective and Efficient Operation of the Judiciary', known to the public as the '12th Judicial Package', were completed.
The General Assembly of the Turkish Grand National Assembly convened under the chairmanship of the Deputy Speaker of the Parliament, Pervin Buldan, to discuss the 'Proposal for Amendments to Certain Laws for the Effective and Efficient Operation of the Judiciary', known to the public as the '12th Judicial Package'. After the speeches off the agenda, the 1-minute statements of the MPs and the evaluations of the group deputy chairmen regarding the agenda, discussions began on the proposals submitted by the political party groups to the Presidency of the Turkish Grand National Assembly. There was a debate during the proposal of the İYİ Party group titled 'The International Chamber of Commerce Arbitration Court should decide on compensation reaching 3-3.5 billion dollars against Turkey on the grounds that the privilege regarding the purchase, sale, storage and shipment of crude oil originating from the Iraqi Kurdish Regional Government through Turkey, which was given to the POWERTRANS company without a tender by the decision of the Council of Ministers in 2011, was carried out without the consent of the Iraqi Central Government.
'YOU ARE TRYING TO PRODUCE POLITICAL MATERIAL'
Speaking upon the motion, AK Party Istanbul Deputy Cüneyt Yüksel stated that the allegations in question were not true and that BOTAŞ only carried out the transportation process. Yüksel said, "As of today, there is no final decision in this sense. Instead of voicing Türkiye's claims, you say things that even Iraq does not demand. But we know very well what the issue here is. There are those who are disturbed by Türkiye's production of oil in Gabar, natural gas in the Black Sea, and its strengthening in nuclear and renewable energy under the leadership of our President Recep Tayyip Erdoğan. There are those who do not want Turkey to carry out energy projects all over the world and become stronger on a global scale. There are those who do not want Türkiye to realize energy projects all over the world and become stronger on a global scale. "They are disturbed by a Türkiye whose strategic importance has reached its peak in an environment where it is closed down. In short, while we are fighting for a fully independent Turkey in energy, you, as the opposition, are trying to produce political material by distorting the ongoing legal processes."
'DOESN'T THE MINISTER, BUREAUCRAT OF THE GOVERNING PARTY HAVE ANY RESPONSIBILITIES?'
Then, İYİ Party Group Deputy Chairman Uğur Poyraz took the floor. Poyraz stated that nothing was understood from the words of the AK Party orator and as a result, the issues in the proposal in question were not answered. Poyraz said, "Please do not define this as teasing, I just put it in quotation marks, 'Under the leadership of our President Recep Tayyip Erdoğan', then what are you doing? Was the POWERTRANS company given this privilege under the leadership of President Recep Tayyip Erdoğan? Was it under the leadership of President Recep Tayyip Erdoğan that Turkey suffered this economic damage? In other words, Mr. President Recep Tayyip Erdoğan." "Doesn't the ruling party have any ministers, bureaucrats or anything other than Erdoğan? Do they have no responsibility? If you are going to hand over everything to the leadership of Mr. President Recep Tayyip Erdoğan, what are so many bureaucrats, so many ministers, so many deputy ministers and so many Cabinet members doing?" he said.
CHP Group Deputy Chairman Gökhan Günaydın also added that the AK Party speaker did not give clear answers on the issue and that the compensation decision in question was real. Günaydın said, "Well, we do not know who carried out this trade, who is at fault here, but in return, we, as the nation living in the Republic of Turkey, will pay this penalty with our taxes. We are bringing this to the Parliament of the Republic of Turkey. The gentleman says, 'They are distorting the issue with arrogance, and they are preventing the growth of Türkiye.' We are trying to prevent Türkiye from being robbed, and we are trying to expose those who robbed. Are you trying to hide this with your votes?" he said.

AK Party Group Deputy Chairman Muhammet Emin Akbaşoğlu took the floor to respond to İYİ Party's Poyraz and CHP's Günaydın. Akbaşoğlu stated that the decision in question was not read well and that Türkiye's receivables currently date back to the 1990s. Akbaşoğlu said, "Both our speakers and our MPs can refer to the leadership of our esteemed President, because he is truly the world leader of Türkiye; there is no need for anyone to be jealous, we would like everyone to have such a leader, but he is only ahead of us as the leader of the AK Party, of Türkiye. Sir, do not be jealous, do not be jealous. After all, this is a process that the government puts forward before the courts with the representation of the state, and Turkey is right in this regard, and everyone will definitely see that it is right at the end of the process. CHP Group Deputy Chairman Gökhan Günaydın, who took the floor while the taunts were continuing among the MPs, said, "I tried to understand Mr. Akbaşoğlu's speech within the framework of the principles of a simple Aristotelian logic. Akbaşoğlu from the AK Party stated that there were 2 arbitration decisions and the process was continuing and said:
"In this context, the process continues and along with the points in which Türkiye is right, 4 of Iraq's 5 claims are rejected, a decision is made regarding 1 of them, and here there is a process regarding Türkiye's receivables since the 1990s. The technical details of who will receive how much and the amount will be clearly revealed in the process of the enforcement case in the USA. The proposal was made after the proposals submitted by the DEM Party and CHP groups to the Presidency of the Turkish Grand National Assembly were discussed. As a result of the discussions, the negotiations on the entire proposal and its first part were completed.
