The US government stated that it aims to eliminate the "threat posed" by the International Criminal Court (ICC) to US sovereignty.

The statement emphasized that the initiative will be carried out with the participation of all units of the government in order to "systematically neutralize the ICC's ability to threaten the sovereignty of the United States."
In the statement, it was stated that the ICC's jurisdiction over US soldiers and officials has never been accepted by the USA, and that the Court had previously opened an investigation against US soldiers and intelligence officers and refused to close these files.

Pointing out that the initiative will include various steps against the ICC, the statement underlined that the risks posed by the ICC will be emphasized in diplomatic contacts with foreign countries and that countries will be asked to withdraw from the Court.
The statement also stated that within the scope of the initiative, inspections against countries that do not recognize the authority of the ICC will be increased, visa cancellations and travel bans will be imposed on ICC personnel, and sanctions against individuals and organizations affiliated with the Court will be expanded.
