AK Party Group Deputy Chairman Leyla Şahin Usta said, "A regulation has been implemented for children between the ages of 15-18 to be sentenced to life imprisonment or aggravated life imprisonment, again at the discretion of the judge, if the conditions I have listed above are met."

Reminding that the activities of the commission established by the AK Party Group in the Turkish Grand National Assembly with the aim of determining the reasons that lead children to be dragged into crime have been completed, Usta said that the commission report was also used.

Master said that the proposal envisages regulation in 7 laws and consists of 18 articles and said, "The proposal includes very important regulations aimed at preventing crime, ensuring deterrence, protecting people's life safety, strengthening social peace and ensuring execution justice, as well as protecting and rehabilitating children more effectively. The involvement of children in crime is a multi-dimensional problem that not only our country but also many countries in the world face. In recent years, the situations experienced in severe violence involving children, the decreasing age of committing crimes and the fact that children are being harmed by criminal organizations." Abuse has made it necessary to re-evaluate the current system in line with today's needs. In this context, in our proposal, the lower and upper limits of prison sentences are increased with the regulations made in the second and third paragraphs of Article 31 of the Turkish Penal Code. In addition, taking into account the severity of the intentional fault, the purpose and motive of the crime, the way the crime was committed and having previously been sentenced to prison for an intentional crime, the 15-18 year olds who committed the crimes of intentional murder and aggravated injury as a result. In terms of children in this group, a regulation is envisaged not to apply any penalty reduction at the discretion of the judge. Thus, a regulation has been implemented for children between the ages of 15 and 18 to be sentenced to life imprisonment or aggravated life imprisonment, again at the judge's discretion, if certain conditions are met, and the judge is given the discretion to receive a lesser sentence. "By reducing the age limit for the application of recidivism provisions in the Turkish Penal Code from 18 to 15, it is aimed to prevent the use of children in the 15-18 age group in crime, especially by criminal organizations, and to provide deterrence," he said.

"Taking into account the fundamental role of the child in his development, the lower and upper limits of the penalties for the crime of violation of the obligation arising from the family law in the Turkish Penal Code are also increased. In case the child commits the crime of intentional murder and aggravated injury due to the violation of the obligation arising from the family law, it is also aimed to strengthen the responsibility of the family on the child by increasing from half to two times the penalty to be given to the parents in accordance with this article. We are introducing important regulations to increase the effectiveness of the execution system in terms of children. In this context, the imprisonment of juvenile convicts Instead of starting the execution of sentences directly in juvenile education homes, a regulation is being made that allows juvenile convicts to be sentenced directly to juvenile educational homes and to be allocated to educational homes if they are determined to be of good behavior. However, now the conditions regarding the allocation of juvenile convicts to juvenile educational homes are being rearranged, with the sentences to be carried out directly to juvenile educational homes, provided that there is a comprehensive committee report for the judge to evaluate their good behavior. "Detailed regulations regarding allocation to education houses are also included in our bill."

Stating that they have made regulations regarding the protection of public safety, Usta said, "A prison sentence of 1 to 3 years is imposed on the person who causes this weapon to be seized by a child by keeping his firearm in violation of the obligation of care and attention. With the proposal, a new article is added to the Misdemeanor Law. With this regulation, cutting, piercing and bruising tools that are outside the scope of the Law on Firearms, Knives and Other Tools No. 6136 are sold to children and purchased by children. "Administrative sanctions are envisaged for these acts by prohibiting the use of weapons and carrying them. In this way, it is aimed to protect children, reduce incidents of violence and protect public safety by preventing children from easily accessing dangerous weapons and tools." - ANKARA
