SHANGHAI, July 17 (Xinhua) -- Chinese President Xi Jinping made four observations on the development and governance of artificial intelligence.

Xi delivered a speech at the opening ceremony of the 2026 World Artificial Intelligence Conference and the High-Level Meeting on Global Artificial Intelligence Governance, held on Friday in Shanghai, eastern China.

First, Xi said, it is imperative to adhere to the principle of openness and win-win cooperation while promoting innovation-driven development. Xi highlighted the importance of encouraging an open-source approach, openness, cooperation, and sharing to support technological innovation, industrial development, and application areas in artificial intelligence.

Second, Xi stated that risk awareness must be strengthened, ensuring that artificial intelligence is safe and controllable. Emphasizing the importance of keeping AI always under human control, Xi called on all parties to jointly oppose the over-expansion of the concept of national security in the field of AI and the prioritization of one country's security over that of others.

Third, Xi pointed to the importance of promoting inclusiveness and supporting mutual learning among civilizations. Xi stated that the development and application of artificial intelligence should not erode or undermine the diversity of world civilizations and the cultural uniqueness of different countries.

Fourth, Xi stated that solidarity must be strengthened and global governance improved. Recognizing the important role of the United Nations, Xi called for greater alignment and coordination on AI development strategies, governance rules, and technical standards.

"We must strengthen comprehensive international cooperation, support Global South countries in capacity building to bridge AI and digital divides, promote sustainable development, and prevent the emergence of new historical injustices in the field of artificial intelligence," Xi said.
